You have to bind the left stick x axis, left stick y axis, right stick x axis, and left stick y axis. Controls are set as "Bind" and axises such as the joysticks are set as "Bindaxis". To change the "Stick Layout", you have to set axis binds. To enter these commands, you need to open the developer console and list each button with it's command exactly as shown here or else it will not work. But you still need to know all of these commands and the buttons for them to set them up properly. There you can set all of the controls in a simpler fashion. Note that all of the commands shown here except for the "+usereload" command are listed in the world at war control menu. So if i want to use tactical controls, which i do, i would have to configure all of the controls this way.
