Under Draw 3 rules, you only have access to approximately one-third of the draw pile cards at a given time, as you cannot use the cards underneath the topmost waste card. Under Draw 1 rules, you will have access to all cards in the draw pile it's only a matter of flipping to the right one. You can flip the waste pile over when you reach the end of the draw pile to start anew with the remaining draw pile cards. Unused cards move to the waste pile waste cards can still be used, but the two piles have different names to differentiate them.
Use the draw pile to bring more cards out so you can use them in the field. The draw pile should be on the upper edge of your screen, opposite the foundations.
